We are pleased to announce our fourth annual E.B.M.S.I. conference, designed for both families falsely accused of child abuse and professionals and paraprofessionals who work with child abuse cases. The faculty includes physicians and attorneys, expert witnesses and advocates, and social service professionals. These experts come ready to work with and learn from each other and the attendees.

The conference curriculum covers the fundamentals of evidence-based medicine and its role in improving how investigators and decision makers handle suspected abuse cases. The goal is to help child protection services truly meet the needs of children and their families and to help the legal system handle these difficult cases more justly.
Topics include:
- The evolving child abuse medical literature
- Medical mimics of abuse
- Defending against abuse allegations in both family and criminal court
- The standards and guidelines for child protection investigations and process
- The challenges of creating a bureaucracy to handle family matters

WHEREAS,
As citizens of Quebec,
We believe that the existing youth protection system is necessary, that all socio-legal departments in Quebec hospitals cooperate with the DPJ and that this relationship is important. We also believe that the majority of workers in these fields do their work in a conscientious, human and professional manner. We believe that, through their vigilance, they have succeeded in saving children who, unfortunately, were truly in danger in their own family. We are not challenging their efforts and we are grateful for the existing system and the workers who, without abusing their power, have used it to protect children without accusing innocent parents.
On November 21, 2013, Radio-Canada, on its television program «Enquête», reported on the stories of five families who had been wrongfully accused of child abuse and raised many questions relating to the practice of one paediatrician in particular,Doctor Alain Sirard. In fact, we noticed that in too many instances, this doctor did not follow the established protocol and reported abuse to the Centre Jeunesse without even speaking to the parents that he was accusing. During the televised program, we noticed thatDoctor Alain Sirardwas too quick to diagnose abuse and that once he had given a diagnosis, he would unrelentingly demand a series of tests (X-rays, brain scans, MRI, ophthalmology, excessive use of sedatives) that were hard on the infants. All these efforts were solely aimed at proving that his initial diagnosis was well founded.
We also noticed that, in some cases, he went as far as making important medical reports disappear as well as giving false information about confirmed results noted in reports written by various specialists involved in the cases (radiologists among others).
Due to the fact that we do not understand the reasons that push a physician to act in this manner;
Due to the fact that it is every physician’s duty to tell the truth and to treat their patients with empathy, respect and integrity as well as according to their profession’s code of ethics (which was clearly not the case with Doctor Alain Sirard);
Due to the fact that Doctor Alain Sirard used his time and his energy to blame innocent parents at the expense of the true care that he should have given to the injured children;
Due to the fact that we truly believe that being wrongfully accused has serious and heavy consequences for the parents, their children and the immediate family;
Due to the fact that we watched the horror that the five families featured in the program had to go through and because we know that many other parents still have their cases pending in court or are still battling with the DPJ, all due to the obstinacy of this same physician, Doctor Alain Sirard;
Due to the fact that we strongly believe that the existing system is put in jeopardy when people holding positions of power within it do not act responsibly;
And due to the fact that we believe that Doctor Alain Sirard is a potentially dangerous man in this system, which is supposed to protect our children and our families:

We are asking, with this petition, that thecomité de discipline de Ste-Justineand theCollège des médecinsimmediately start investigating Doctor Alain Sirard’s questionable work methods.
ReplyDeleteWe are also asking that the SPVM (Service de police de la ville de Montréal) run its own investigation of Doctor Alain Sirard’s practices, because we believe that some parents may have been wrongfully convicted based on the contentious opinion of this same physician.
We are also asking, due to the obvious danger of his malpractice, that he be suspended until all cases in which he is involved are closely examined in order to ensure that no guilty verdict was wrongfully delivered based solely on this physician’s expertise. In this sense, we are asking l’Hôpital Ste-Justine to accountable.
And, obviously, we are asking that adequate disciplinary measures be taken concerning Doctor Alain Sirard in the light of the results of these different investigations.
To conclude, where parents were exonerated, either in court or because of a second opinion given by reputable physicians, we are asking the Hôpital Ste-Justine’s administration to ensure that the mark “PEM” (possibilité en maltraitance, written and signed by Doctor Alain Sirard) be taken out of their files.
