I still believe in happy endings.

I may be naïve. It wouldn’t be unusual. I was born in Canada and I have lived in this country all of my life. We have a national expectation that endings will happen happily. Customarily even sad stories have happy endings in Canada. We acknowledge that people may have difficult beginnings or problematical middle sections but we normally anticipate a compellingly happy ending.

One would think that a happy ending is not that difficult to agree upon. How confusing can the definition for a happy ending be?

The Evidence Based and Social Investigation Conference is schedule for August 4-6, 2011 in Surrey (Vancouver),B.C. 
I want to learn more about an ‘Evidence Based Practice’ model in relation to child welfare services.

In order to write in support of Paul and Zabeth Bayne’s campaign to regain custody of their children I have become self educated. Mine is not a complete program but I am informed. I have learned a great deal about child welfare, child protection, associated laws and policies, successes and failures. I have at times been critical that at certain junctures in the Bayne Case, personnel within this comprehensive system have not seemed to prioritize evidence.

Evidence Based practice is not new. The evidence based practice approach seeks to establish a larger knowledge (evidence) base and consequently also identifies areas where (evidence) knowledge is wanting.  I want to understand how it works ideally in those medical and social work disciplines that intersect in cases where parents come under suspicion of abuse or neglect that necessitates child removal.

Medical practice and the practice of child welfare continue an integral interaction. The Ministry of Children and Family Development responds regularly to calls requiring intervention into suspected non accidental injuries of children or to calls of neglect of children. When services intervene in the lives of other citizens, they must do so based on best evidence available with regard to the probable consequences of that intervention. Evidence based practice (EBP) is a theme which one can locate readily on the internet. Many professional practices are addressing the need.  

Definition: Evidence based practice is the diligent, precise and prudent use of recent best evidence for making clinical practice and policy decisions. It has become unmistakable that current criticisms of certain child protection cases in British Columbia point to the need to prioritize EBP. The Evidence Based and Social Investigation Conference which this blog site has been advertising these past several days will apply that definition to child welfare. Blog Post 545 presented the schedule of experts who will be in attendance to apply this definition.

A conference has been scheduled for early August in which you may have interest. So many child protection cases worldwide are premised upon medical judgements. Children are removed for investigative purposes and remain in foster care for months and years. Lawyers and judges rely upon the opinions of medical professionals. The Paul and Zabeth Bayne case which has been featured on this blog site for the past two years is one such case. Their children have been in government custody for three years and seven months. The medical diagnostic basis for the original seizure was thrown out by the attending judge in the 2010 court case. Still the children are being held in care.

A conference is schedule for August 4-6, 2011 in Surrey (Vancouver),B.C. It is called the Evidence Based Medicine and Social Investigation Conference (EBMSI). In succeeding days I will share some facts about this conference so that you will consider attending and also that you will get the word out to others. CHILD PROTECTION WORK IS DEMANDING / 543

Expeditiously investigate concerns. Empathetically communicate with parents. Absolutely protect vulnerable children. Committedly try to stabilize a family. Compassionately assist parents.

No one says that the child protection worker’s job is an easy one. The CP worker is mandated not merely to protect children but to enhance their life quality as well as to strengthen families, including perhaps the families from which children have been removed.

How quickly a CP worker adjusts to the demanding rigor of the job is uncertain. It is documented however, that there has been much difficulty for many years in recruiting and retaining competent child protection workers.

STRESS AND INCOMPETENCE IN CHILD PROTECTION / 542

Not everyone in the public sector is convinced that inquiries in the past have corrected the recurrent errors in the child protection service of our province. This blog identifies faults in the present practice of professionals which means that recommendations may have been read and implemented but somehow it has not reached far enough to improve practice and delivery.

Communication skills are fundamental to social work. Parents, whose children have been apprehended, whether or not the children have been returned, have been saying the following kinds of things about the way social workers communicate. Social workers raise concerns. They are seldom clear about the nature of the concerns. They ask closed questions. They rarely identify positives. The do not demonstrate a supportive level of empathy. Yet empathy is central to good social work communication in child protection cases. Empathy reduces resistance in clients as well as increases a client’s willingness to divulge information. The development of skills in empathetic communication seems imperative, not only for the sake of parents but for the sake of the CP workers themselves.

We are believing that they will be able in cooperation with Children and Youth Representative, Mary Ellen Turpel-Lafond to affect collegial renewal to important aspects of child welfare in our province.

These have all been political and administrative leadership choices. They have initially instilled some hope for change. However, legal and administrative changes are not where the complaints of troubled and disenfranchised parents lie. What we call for is Ms. McNeil and Stephen Brown and Doug Hughes to recognize the need and to bring correction to the adversarial and secretive culture within the Ministry of Children and Family Development. It appears to be a culture that has been cultivated over a period of the past thirty years. The ever shifting offices of principal players never provide the time or the energy to uncover the significant areas for needed changes.
