Several weeks ago I made the point that progress up the hierarchy is most likely directly related to seniority in the union serving the MCFD. It is often difficult for people who have been doing the same thing for years to make positive changes and yet it is so easy for them to "cut corners" and allow their practice to deteriorate into dysfunctionality. And then, because they are the "teachers" of those lower in their hierarchy, the dysfunctionality becomes part of the system's DNA and it propagates itself for generations. It seems like it always the children who pay the most. <br /><br />All these "system" failures seem to actually increase the power of child protection agencies. For example, after there is a death in government custody, reports to child protection agencies actually spike. Funding requests are also much harder to turn down, because any politician, etc., who denies funding for child protection is seen as a callous monster.
